MILF to organize TWGs to handle power-sharing, wealth-sharing

July 23, 2012 News: The peace panel of the Moro Islamic Liberation Front (MILF) will organize two technical working groups (TWGs) which will be tasked to deal with their counterpart in the Government of the Philippines when peace talks resume soon.

A source in the MILF peace panel, who requested anonymity, told Luwaran that the two TWGs will deal on power-sharing and wealth-sharing, which so far are among the most ticklish issues facing the two parties right now.

As earlier agreed by the parties, the two TWGs will discuss the two issues in two separate sessions and once they agree will be submitted to the MILF and GPH peace panels for approval and which will be the basis of further agreements.

The two peace panels have started discussing power-sharing and wealth-sharing during their previous meetings but they proved to be too hard to crack in two or three sessions only.

“This is the reason, why we have to create TWGs for them to concentrate and deal with the two issues separately while the two peace panels focus on other substantive issues of the negotiation,” the source explained.

To date, the MILF peace panel is undertaking short-listing of probable candidates including who already served in the four TWGs in 2004-2005. They will also undertake simple training but hard briefing on the nuances of the negotiation. They will be trained at the Bangsamoro Leadership and Management Institute (BLMI) at Crossing Simuay, Sultan Kudarat, Maguindanao.

However, two of those in the previous MILF- TWGs are now elevated to the peace panel namely, Abdulla Camlian and Datu Antonio Kinoc.

The other members of the MILF- TWGs were Amor Pendaliday, Esmail “Dustin” Mastura, now vice governor of Maguindanao, Dr. Habib Macaayong, Engr. Liwalug, Dr. Alpha Amerulhaj, Dr. Ben Dumato, Jaime Casinto,  Faisal Abdul, and Mike Disoma,
