Signing of Bangsamoro Organic Law Bill during SONA first time by a president

Sultan Kudarat, Maguindanao- Signing by President Rodrigo Duterte of Bangsamoro Organic Law during his third SONA would be the first time a president signs a bill into law during the address.

Duterte is set to sign the bill into law at 4PM, tomorrow at the Batasang Pambansa.

The Senate and the House of Representatives (HoR) will ratify the proposed Organic Law for the Bangsamoro Autonomous Region in Muslim Mindanao (OLBARMM) in the morning and send it to Malacanang Palace by afternoon of July 23, a report by CNN Philippines said on July 21.

About midnight on July 18, the bicameral conference committee approved a common version of the OLBARMM, once called the Bangsamoro Basic Law. 

Bangsamoro Transition Commission (BTC) Chair Ghazali Jaafar, and Moro Islamic Liberation Front (MILF) Peace Implementing Panel Head Mohagher Iqbal, and Commissioners of BTC were present during the approval of the law. 

Members of bicam from the Senate and HoR, BTC Commissioners, and all those present during the passage of the bill at Shangri-law Hotel rejoiced, some of them embraced Senator Migs Zubiri who worked hard for the passage of the proposed law.

The MILF lauded the historic passage of the bill that it considers 80% to 90% compliant to the signed Comprehensive Agreement on the Bangsamoro (CAB).

In a separate report by CNN on July 20, it says that BTC Chair Jaafar is optimistic that the MILF and the Moro National Liberation Front (MNLF) will work together in the establishment of Bangsamoro Region.

Jaafar said that he is hopeful that members of the front will be active in the work to put up the unified government in the region, CNN Philippines also said in its report.

 Until now, I still get to talk to prominent leaders of MNLF in Davao. In all our conversations, they never told me they were against BBL. They are for BBL. I am sure they will help, and will not oppose. After all, this government is inclusive to everyone. This is not a government of the MILF or MNLF. This is a government of all the people residing there said Jaafar said as quoted by CNN Philippines.

Jaafar also said that the BTC was satisfied with how the remaining provisions were ironed out in the weeklong bicam meet. 

Meanwhile, in a separate report by Inquirer.Net on July 19, it quoted Senate President Tito Sotto saying that the Senate is expected to ratify the Bangsamoro Orgaanic Law on Monday, July 23 in time for the 3rd State of the Nation Address (SONA) of President Rodrigo Duterte at the Batasang Pambansa.
