Supreme Court upholds Bangsamoro Organic Law, excludes Sulu

The Supreme Court has ruled that the Bangsamoro Organic Law (BOL) is constitutional, but it has excluded the Province of Sulu from the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).
The Court's decision was unanimous, partially granting a petition challenging Sulu's inclusion in BARMM. The decision is immediately executable.
Sulu was excluded because it rejected the BOL in a 2019 plebiscite. The Court ruled that only provinces, cities, and areas voting favorably in the plebiscite can be included in the autonomous region.
The BOL, enacted in 2018, established BARMM as a political entity with its own basic government structure. The law's validity was challenged, but the Court upheld its constitutionality, emphasizing that BARMM remains part of the Philippines and does not have the power to enter into relations with other states.
The Court also upheld the BOL's parliamentary form of government for BARMM, stating that an autonomous region can have a different form of government from the national government as long as it adheres to democratic principles.
The Court's decision clarifies the scope of BARMM's autonomy and the role of the plebiscite in determining its territorial jurisdiction.
