Former Senator Santanina Rasul Passes Away

Former Senator Santanina Tillah Rasul passed away on November 28, 2024, at the age of 94. Rasul, fondly called Nina, made history as the first Muslim woman to serve in the Philippine Senate and the first Muslim senator to win reelection. Her legacy is a testament to her dedication to public service and her commitment to advancing the empowerment of women, marginalized communities, and Filipino Muslims.
Rasul served in the Philippine Senate from 1987 to 1992 and again from 1992 to 1995. Before her tenure as a senator, she was appointed as a commissioner representing Muslims and other ethnic minorities from 1978 to 1987.

She also served as a member of the board at the Ministry of Education, Culture, and Sports in 1986. These roles allowed her to advocate for the rights and interests of minority groups, which she would continue to champion throughout her career.

In the Senate, Rasul focused on several key reforms, particularly in education, civil service, and women's rights. Among the significant laws she authored were Republic Act (R.A.) 6850, which granted civil service eligibility to government employees with at least seven years of service; R.A. 6949, which declared March 8 as National Women’s Day; R.A. 7192, which dismantled gender discrimination, opened the doors of the Philippine Military Academy to women, and allocated funds for women in all government agencies; and R.A. 7168, which elevated the Philippine Normal College to Philippine Normal University.

Rasul’s dedication to public service continued beyond her Senate term. She devoted much of her time to the Magbassa Kita Foundation, a program she founded to combat illiteracy and promote education in marginalized communities.

Her commitment to education was also evident in her academic pursuits. Rasul earned a master's degree in National Security Administration from the National Defense College of the Philippines in 1976 and completed doctoral units in Public Administration at the University of the Philippines in 1978.

She is survived by her children: Amina and Romy Bernardo, Fatima Rasul-Borile, Amroussi and Cecile Ann, Abraham Jr. and Cecilia, Yusuf Rasul and Emily, and Salma Pir. Her grandchildren and great-grandchildren continue to carry forward her legacy of service, education, and equality.
