Cotabato City – The Bangsamoro Parliament, in its regular session on Thursday, adopted 14 resolutions aimed at addressing key issues in the region's legal system, governance, and infrastructure development.
Strengthening the Bangsamoro Judicial System:
The Parliament passed a resolution urging President Ferdinand Marcos Jr. to appoint judges to fill vacant positions in the Shariah District Courts of the BARMM. This move aims to ensure the efficient and timely administration of justice within the region.
The Parliament also called for amendments to the Clinical Legal Education Program, requiring law students to provide free legal assistance to barangay officials implementing the Katarungang Pambarangay Law. This initiative seeks to promote amicable settlements at the community level.
To further enhance legal capacity, the Parliament requested the Bangsamoro Government to launch a juris doctor bridging program, preparing and qualifying both overseas and local kulliyah graduate ulama for legal practice and judicial positions in the Bangsamoro Shariah Courts.
Improving Governance and Services:
The Parliament called on the Department of Justice (DOJ) to realign the jurisdiction of the BARMM-National Bureau of Investigation (NBI) and establish district offices in each of the provinces of BARMM, including the Special Geographic Area. This move aims to improve the NBI's effectiveness in providing investigative services throughout the region.
Boosting Infrastructure and Wellbeing:
Three proposed measures were introduced on first reading: the Bangsamoro Economic Zone Act of 2025, the Bangsamoro Infrastructure and Connectivity Development Act of 2024, and the Bangsamoro Mental Health Act of 2024. These measures aim to stimulate economic growth, improve infrastructure connectivity, and promote mental health services in the region.
