MBHTE Minister, MILF Peace Panel Chair Mohagher Iqbal Reaffirms Commitment to CAB on Its 11th Anniversary

Cotabato City – MBHTE Minister Mohagher Iqbal, also chair of the Moro Islamic Liberation Front (MILF) Peace Implementing Panel, reaffirmed the commitment to lasting peace and development in the Bangsamoro region as the Comprehensive Agreement on the Bangsamoro (CAB) marked its 11th anniversary on March 27, 2025.
In a statement, Iqbal emphasized that the CAB is more than just a document—it stands as a testament to the perseverance of the Bangsamoro people and the product of years of negotiations and sacrifices. He acknowledged the Philippine Government’s sincerity in implementing the agreement and expressed gratitude to the international community for their continued support.

“The CAB represents a shared vision of peace, shaped by extensive dialogues and a sincere desire for mutual understanding,” Iqbal said. He recalled the significance of the Framework Agreement on the Bangsamoro (FAB), signed in 2012, which laid the foundation for the CAB and its key annexes on transition modalities, wealth-sharing, power-sharing, and normalization.

Iqbal called on all stakeholders to remain committed to the principles of mutual respect, fairness, and inclusivity, ensuring that the gains of the peace process are sustained. He also urged the Bangsamoro people to stay united and dedicated to achieving true autonomy, prosperity, and good governance.

“We remember the significance of the Framework Agreement on the Bangsamoro (FAB), signed in 2012, which served as the foundation for the CAB. Together with its four critical Annexes—Transition Modalities, Wealth-sharing, Power-sharing, and Normalization—, these documents laid the path toward realizing our collective aspirations for peace, autonomy, and development,” he recalled.

“Honoring the commitments outlined in the CAB is essential for effective governance and fostering enduring peace and prosperity throughout the Bangsamoro region,” he added.

The CAB, signed on March 27, 2014, between the Philippine Government and the MILF, serves as the foundation of the ongoing peace process, leading to the establishment of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). It continues to guide efforts in normalization, governance, and development in the region.
