Bangsamoro Grand Mufti Outlines Islamic Principles for Choosing Leaders

COTABATO CITY — A new religious directive has been issued by the Bangsamoro region’s highest Islamic authority, providing voters with a set of Islamic criteria to guide their choices in upcoming local and national elections.
On April 11, Grand Mufti Abdulraof Guialani, through the Bangsamoro Darul-Ifta’ (BDI), released Fatwa No. 03—a formal ruling emphasizing the moral, intellectual, and leadership qualities expected of candidates, rooted in the Qur’an and the traditions of the Prophet Muhammad (PBUH).

The fatwa is the result of in-depth discussions among Islamic scholars and legal experts, spearheaded by the Grand Mufti himself.

“This guidance reminds us that building a just and compassionate society begins with choosing leaders who embody the ethical teachings of Islam,” Mufti Guialani said.

The fatwa outlines nine essential traits that Muslims should seek in their leaders, as taught in the Qur’an:

Guardianship – Committed to protecting and serving the people
Knowledge – Wise and well-informed about governance
Strength – Demonstrates leadership capability and decisiveness
Trustworthiness (Amanah) – Honest and reliable in fulfilling duties
Physical and Mental Health – Fit to lead, with proper education
Compassion – Treats the public with kindness and mercy
Consultative Governance (Shura) – Makes decisions collectively and fairly
Determination and Judgment – Shows resolve and makes sound choices
Reliance on God (Tawakkul) – Seeks divine guidance in leadership

Beyond the Qur’anic attributes, the fatwa also refers to three core principles drawn from the Sunnah:
Appointing the Qualified – Only capable individuals should be selected
Relevant Expertise – Leadership should align with one’s field of knowledge
Fitness for the Role – Prioritizing those most competent for the position

As the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) advances its efforts to ground governance in Islamic values, the BDI is urging both voters and candidates to reflect deeply on these principles.

“In building a future rooted in justice and moral governance, it is vital that we uphold the standards set by the Qur’an and Sunnah,” the fatwa concluded.
