Kapalawan Holds Public Hearing on Halal and Waste Management Ordinances

The event, held at the Barangay Manarapan Covered Court, brought together representatives from various sectors, including religious leaders, youth and women’s groups, health officials, agriculture experts, and community stakeholders. Discussions centered on Ordinance No. 01, Series of 2025, which aims to regulate halal production and enterprise, and Ordinance No. 07, Series of 2025, which mandates waste segregation at source and sets penalties for violations.
Vice Mayor Laguialaot, who presided over the program, stressed the importance of public involvement in the legislative process. He also cited the need for effective waste management systems, particularly the establishment of Material Recovery Facilities (MRFs) in every barangay to convert biodegradable waste into useful products like organic fertilizers.
The consultation featured a lecture by Aleem Montazir Mangco on the Islamic foundations of halal, emphasizing that purity and cleanliness are central to Muslim life. Other speakers from government offices and civil society expressed strong support for the ordinances, citing their moral, economic, and environmental significance.
The event concluded with the signing of a formal endorsement letter by sectoral representatives. Addressed to the Sangguniang Bayan of Kapalawan, the letter expressed unified support for the passage of the two ordinances as part of the municipality’s commitment to moral governance and sustainable community development.
