Bangsamoro Parliament paves way for smooth 2025 transition with key resolutions, legislative push

COTABATO CITY – The Bangsamoro Parliament on Thursday, July 17, demonstrated its commitment to a seamless transition from the interim government to a fully elected one in 2025 by approving two crucial resolutions. These measures aim to ensure stability and continuity in governance as the region prepares for its historic first parliamentary elections.

One of the approved resolutions calls for the reconstitution of the Bangsamoro Council of Leaders. This advisory body, which guides the Chief Minister on governance matters, is deemed essential to reflect the region's evolving political and sectoral landscape. 

Lawmakers emphasized the need for the council to accurately represent the diverse voices and interests within the Bangsamoro community as it moves towards self-governance.

In a move to guarantee an organized handover, the Parliament also passed a second resolution directing the Office of the Chief Minister and the Office of the Parliament Speaker to establish a technical working group. This specialized group will be tasked with meticulously handling all necessary documents and planning for the smooth and orderly turnover of the Bangsamoro Transition Authority (BTA) to the first elected Bangsamoro Parliament. This proactive step underscores the interim government's dedication to a responsible and efficient transfer of power.

Beyond the transition, the Parliament also saw significant legislative progress, with five vital bills advancing to their second reading. These proposed laws are now slated for further discussion and refinement at the committee level, addressing various crucial aspects of governance and public welfare within the BARMM.

The bills include:

 * A measure to create the Bangsamoro Parliament Council, aimed at strengthening the legislative body's internal structures and functions.

 * Legislation to establish a commission for senior citizens, complete with support services, signaling a strong commitment to the welfare of the elderly in the region.

 * A bill to develop a comprehensive registry of skilled workers, an initiative expected to address unemployment by connecting qualified individuals with employment opportunities within the BARMM.

 * A measure focused on strengthening the madrasah educational system, recognizing the vital role of these institutions in the Bangsamoro's cultural and religious fabric.

 * A bill dedicated to improving care for senior citizens and persons with disabilities, ensuring that these vulnerable sectors receive adequate support and services.

These significant legislative undertakings were introduced by Members of the Parliament Baintan Ampatuan, Jaafar Apollo Mikhail Matalam, Romeo Sema, and Kadil Sinolinding Jr. Their efforts highlight the Parliament's dedication to laying a robust legal framework for the incoming elected government and addressing the immediate needs of the Bangsamoro people. The advancement of these bills signals a productive legislative session and a clear vision for the future of the Bangsamoro Autonomous Region in Muslim Mindanao.
