GPH, MILF Peace Panels signed TOR on the establishment of Bangsamoro Normalization Trust Fund

The Government of the Philippines (GPH) and the Moro Islamic Liberation Front (MILF) Peace Panels signed on Monday (May 30) at Kuala Lumpur, Malaysia the Term of Reference (TOR) on the Establishment of Bangsamoro Normalization Trust Fund (BNTF), a facility that will support the normalization process that will include the assistance to MILF combatants and their communities and develop the six previously recognized MILF camps.

The TOR states,  “The BNTF is the multi-donor trust fund envisioned by the Parties in the Framework Agreement on the Bangsamoro (FAB) and its Annex on Normalization through which urgent support, recurrent and investment budget will be released with efficiency, transparency and accountability in support of the process of normalization, whereby former combatant, their communities, and other vulnerable sectors can achieve their desired quality of life, including the pursuit of sustainable livelihood and political participation within peaceful deliberative society.”

The Fund expresses the commitment of the GPH and MILF and the international community to the full implementation of the Comprehensive Agreement on the Bangsamoro (CAB).

BNTF aims to finance, coordinate and oversee delivery of assistance from international partners and other partners in the implementation of normalization process. 

The TOR says the facility shall attract and mobilize international resources and may also accept contributions from domestic private sectors.

BNTF, which will be administered by a Fund Manager, will promote transparency, efficiency and accountability in the utilization of funds and implementation of programs and projects.

The Fund Manager shall implement measures to ensure transparency and efficiency in the mobilization and utilization of resources. 

The two Peace Panels will constitute and serve as the oversight body for the BTNF and will provide strategic direction and guidance for the said facility.

According to the TOR, a Steering Committee will be created that shall provide policy guidance. Members of the Steering Committee will include two representatives each from the GPH and MILF, representatives from donor agencies and one from the Fund Manager.

BNTF shall continue to exist until the signing of the Exit Agreement, which will be inked by the Two Parties only if all the provisions of the GPH-MILF peace agreements would be fully implemented.
