Moro CSO’s hold Orientation on new BBL, GPH-MILF Joint Communications Plan

Bangsamoro Civil Society Organizations conducted an Orientation on the new Bangsamoro Basic Law (BBL) and the GPH-MILF Joint Communications Plan last July 30, 2017 at Pagana Kutawatu, Cotabto City.

The Federation of Bangsamoro Civil Society Organizations (FBCSO) with members coming from Davao region, Southern Mindanao, Western Mindanao, Eastern Mindanao and Central Mindanao, and the ARMM, and the Women’s Organizations Movement of the Bangsamoro (WOMB) were co-organizers of the program.

FBCSO has 137 members’ organizations composed of People’s Organizations (PO’s), Non Government Organizations (NGO’s) and Civil Society Organizations (CSO’s), while WOMB, an exclusive women organization has about 30 member organizations from different regions of Mindanao.

The program started with an invocation by Shaik Moidjoddin Talusob of Kalilintad Development Foundation, Inc. (KDFI) followed by welcome remarks by Bai Shaima Z. Baraguir, on behalf of The Asia Foundation (TAF).

 Abdullah Salik, Jr. of FBCSO gave the rationale of the activity followed by the introduction of the participants by Nas Pulindao of FBCSO and Engr. Aida Silongan for the WOMB.

Mohagher Iqbal - Chairman of MILF Peace Implementing Panel, MILF Central Committee on Information, and Commissioner of Bangsamoro Transition Commission (BTC) gave updates on the Peace Process. 

Some of his discussions were about the core problem of the Bangsamoro. He as well mentioned the importance of restoring the rights of the Bangsamoro for self- governance. 

He also discussed the road map of MILF and GPH peace Process, the signed agreements between the MILF and the GPH.

Chairman Iqbal also mentioned the slots for the MNLF in the Bangsamoro Parliament during the transition period.

Mags Maglana, consultant for the Joint Communications Plan in power point presented some important features of the Joint Communications Plan. 

The provision on Fiscal Autonomy of the Bangsamoro Basic Law (BBL) was presented by Comm. Atty. Raissa Jajurie of BTC, while Atty. Lanang Ali, Jr – Legal Officer of Commissioner Iqbal presented the BBL’s provision on Political Autonomy.  

Some participants expressed pessimism on the approval by congress of the proposed Shari’ah Law for the Bangsamoro. 

During the closing program, members’ organizations signed a manifesto requesting the government to fast track the passage of the new BBL and its complete implementation. They also called on leaders of the House of the Congress to pass the BBL as it is the best alternative solution to the Bangsamoro problem.
