Sultanate of Buayan Darussalam Declares Unconditional Support to Bangsamoro Organic Law

COTABATO CITY – The Sultanate of Buayan Darussalam expressed its unconditional support to the Bangsamoro Organic Law (BOL), and welcomes the establishment of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).

In a Prayer Kanduli for the Tranquil Success of Bangsamoro Organic Law on July 26, 2018 in Cotabato City, the Royal Cabinet members of HRH Sultan Amil Kusain P. Camsa agreed to pass a resolution commissioning Sultan Sukarno Dibarosan, the Sultan Timpolok II of South Linantangan together with Jumla Dalimbang Sa Buayan Hj. Datu Yusop Ali Succor, to make a courtesy call to the Bangsamoro Transition Commission (BTC) Chairman Ghadjali Jaafar, and convey to him personally the sultanate’s heartfelt congratulations for their sacrifices and very persistent push for the passage and ratification of the Bangsamoro Organic Law after hurdling rigid deliberations leading to the signing by President Rodrigo Roa-Duterte on July 27.

The simple and solemn ‘kanduli’ was led by Prime Sultan, Bailabi sa Buayan Bai Norma Utto-Tadtagan, Al Hadja and her loving husband Datu Tungko Benito-Tadtagan Al Hadj, soon to be proclaimed as Maharaja sa Buayan and Royal Cabinet Members and Royal Ladies in celebration for the recent approval of the BOL otherwise known as Republic Act 11054. 

Sultan Bungguan A. Mangindalat of the Sultanate of Madanding sa Buayan said that they will send congratulatory message to all those who were instrumental in the passage of the BOL. 

Among are Al Haj Murad Ebrahim, Chairman of the Central Committee of the Moro Islamic Liberation Front (MILF) Mohagher Iqbal, Chairman of the MILF Peace Implementing Panel, Deputy Speaker of the House of Representatives Hon. Bai Sandra A. Sema, Congresswoman Ruby Sahali, Legal Council Atty. Naguib Sinarimbo, and the Father of BBL in the Senate, Senator Juan Miguel Zubiri.

The Sultanate will also volunteer and campaign for the registration of Bangsamoro people who are of voting age and urge them vote yes during the plebiscite slated on November, said Hj. Datu Mohammad Kimboy, the Dimasangkay Adil sa Buayan. 

The Sultanate of Buayan composed of more than 20 Sultanates with more than 60 royal cabinets and royal ladies is committed to maximize its resources and mobilize its influence to ensure that Yes votes win comes the plebiscite, said Dr. Candidato Limba-Kalipa, the Datu a Lukes sa Buayan.

In a noon time radio program over a local FM Station in the City hosted by Bobby Benito on July 30, 2018, Hadji Datu Tumagantang P. Zainal, the Matua Raja na Andavit sa Buayan said, “Ever since, we are all very supportive to the GPH - MILF peace process. 

The sultanate’s areas of jurisdiction from Sarangani to Sibugay also share the same views, he added. It’s a shame on our part if we didn’t support the legitimate aspiration of the Bangsamoro people because the Moro struggle started long time ago. 

When asked about the position of some Sultans in Sulu regarding BBL, Matua Raja declined to make comments saying that they cannot speak on behalf of the other legitimate sultanates in Mindanao, and island provinces. 

The BOL aims to implement Comprehensive Agreement on the Bangsamoro (CAB), a 2014 peace deal between the government and the MILF, under which the MILF vowed to give up its quest for independence, and demobilize its 30,000 combatants in return for self-rule.

Under the BOL, a new political entity called Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) would replace the current Autonomous Region in Muslim Mindanao (ARMM) established following a 1996 deal with another Bangsamoro Front, the Moro National Liberation Front (MNLF).

The BARMM will have more powers and covers a bigger area. Last week’s signing of the BOL was met by stakeholders rejoicing in Mindanao.

But the BOL must first be ratified by the people in the proposed expanded Muslim autonomous region. BOL provides that a plebiscite will be held three to five months after the law is approved to legalize the creation of the BARMM.
