BARMM employees in Sulu to continue receiving salaries in 2024 despite SC ruling

COTABATO CITY - Despite the recent Supreme Court decision to sever Sulu from the Bangsamoro region, a total of 5,733 Bangsamoro employees in the province will continue receiving their salaries for 2024, subject to the completion of required documentation, Bangsamoro Spokesperson Mohd Asnin Pendatun announced on Thursday.
The Supreme Court ruled on September 9 that Sulu province should be excluded from the Bangsamoro region, citing the 2019 plebiscite results where the province voted 54% against inclusion in the autonomous region.
 
Pendatun, who is also the Cabinet Secretary of the Bangsamoro Government, stated that the Bangsamoro government is committed to ensuring the well-being of all Bangsamoro people in Sulu, including its employees.
 
Permanent personnel will receive their salaries as usual, covering September 1 to 15 of the current fiscal year. However, starting September 16 both permanent and contract of service personnel (COSP) will be required to sign a document of undertaking, stating that they will return the received salary to the government if it is later disallowed.
 
Additionally, COSP contracts need to be specifically binding with the regional government. Unfilled positions will remain vacant unless otherwise ordered.
 
The Bangsamoro government is exploring legal options to address the Supreme Court decision and preserve the gains of the Bangsamoro peace process pursuant to the Comprehensive Agreement on the Bangsamoro (CAB). This agreement, signed between the Government of the Philippines and the Moro Islamic Liberation Front (MILF), ended decades of armed conflict between the two parties.
 
"We are not closing the possibility that prior to concluding 2024, a new issuance or legal measure will be available," Pendatun said, emphasizing that the Bangsamoro government will continue to work towards a solution that benefits all concerned.
