Government of Turkey donates Mobile Operating Clinic to MILF

CAMP DARAPANAN/ April 28, 2018 - The Turkish Cooperation and Coordination Agency (TIKA) of the Republic of Turkey turned-over a Mobile Operating Clinic to Moro Islamic Liberation Front (MILF) thru the Bangsamoro Development Agency (BDA) on April 28, 2018. 

The turn-over ceremony was held at Camp Darapanan, Sultan Kudarat, Maguindanao by TIKA Officials headed by Honorable Yesim Baktir, their Philippine Country Director. MILF 2nd Vice Chairman Aleem Ali Solaiman with some Central Committee members witnessing the ceremony.

Also present were some members of Bangsamoro Islamic Armed Forces (BIAF) and Social Welfare Committee (SWC) and BDA staff. 

The program started with a reading of some verses from Noble Qur’an by Ustadz Noim Mohammad.

Mr. Toks Ebrahim, BIAF Administrative Officer delivered the welcome address and thanked the Turkish Government for their continuing support for the Bangsamoro People. 

Ebrahim also shared a short story about Darapanan, the home place of MILF Chairman Al-haj Murad Ebrahim.  

Dr. Sherjan Kalim, Focal on Health and Improvement Program of BDA presented the overview of the Mobile Clinic with a video presentation followed by the hand over rites.

 “This Mobile Operating Clinic is a package of health facility service for the Bangsamoro people,” said Baktir in his message. 

MILF Central Committee Secretary and BTC Commissioner Muhammad Ameen read the acceptance message on behalf of Chairman Al haj Murad who was not around for another equally important matter. 

The Chairman in his message welcomed the officials and staff of Turkish Cooperation Coordination Agency and all the guests present in the ceremony affair. 

“Today marks another milestone in delivering peace dividends to our people as we transition from conflict situation into just, honorable and lasting peace, and sustainable development in the Bangsamoro,” quoting the chairman as he thanked the foreign visitors and welcome everyone to the ceremonial turn-over.  

The Government of Turkey, through the TIKA is one of the “prime movers” in responding to the Bangsamoro needs particularly on health concerns.  Late last year, an agreement was made between the BDA as development arm of the MILF, and TIKA with regards to the provision of mobile clinic that will cater to the health care needs of the Bangsamoro in Central Mindanao as a pilot project. 

Chairman Al Haj Murad said, “In this day, the Turkish Government thru TIKA will turn-over this “state of the art” and top of the line” mobile health care facilities to the Bangsamoro thru the BDA as a proof of their commitment to the peace and development in Mindanao and for the well-being of our people.” 

He Congratulated the BDA in making this project into reality and also acknowledged those men and women who labored hard to make it realized. He expressed his utmost gratitude to the TIKA for their unwavering support and commitments. 

Professor Raby Angkal conveyed the message of Bangsamoro Transition Commission (BTC) Chairman and MILF 1st Vice Chairman Ghazali Jaafar who as well, sincerely expressed gratitude to the donors, most specially ALLAH (SWT). He Congratulated and commended the management and Board of Directors of Bangsamoro Development Agency for demonstrating exemplary execution of their mandates in bridging the Bangsamoro to progress and development. 

Dr. Danda Juanday, Chairman of the Bangsamoro Medical Society and Dr. Zulqarneyn Abas, Assistant Secretary of DOH-ARMM with their presence delivered their own message of support. 

BDA chairman Dr. Safrullah Dipatuan in his Closing Remarks said “We have been dreaming of having a Mobile Clinic like this but unfortunately, we do not have the capacity yet and no one is there willing to partner and give us that dream. But this day is different and this is a landmark achievement.” 

Dr, Dipatuan ended his message by saying, “This mobile clinic will be committed to serve the people in the Bangsamoro regardless of religion, tribe and any identity affiliations.  We are likewise assuring all, that we will be remained loyal to the mandates that are given to us, and we will support the establishment of the Bangsamoro.”
