PPO LDS briefed on the Peace Process

COTABATO CITY- Philippine National Police (PNP) - Lanao del Sur (LDS) was acquainted of and got a familiarization on the basics of the current peace process between the Government of the Philippines (GPH) and Moro Islamic Liberation Front (MILF).

More than 70 police officers and personnel of the Provincial Police Office (PPO) of Lanao del Sur (LDS) including municipal police chiefs of the 39 municipalities of the province got a briefing on the basics of CAB in an orientation activity entitled, “Provincial Level Outreach Activity on the Peace Process” held at Camp Bagong Amai Pakpak in Marawi City on June 22, 2018. 

Said outreach activity is made through the CARE (Cohesion, Advocacy, Resilience and Expansive Engagement) for Peace in the Philippines Project, which primarily aims to “help achieve long-term stability and development in conflict-affected areas of the Bangsamoro.” It is implemented by The Asia Foundation (TAF) with funding support from the Department of Foreign Affairs and Trade (DFAT) of the Australian Embassy in the Philippines, and in partnership with the PNP Regional Office – Autonomous Region in Muslim Mindanao (PRO – ARMM). It primarily aims to raise awareness among officers and personnel of PRO – ARMM on the current peace process.

It jumpstarted through a formal launching program of said partnership held in PRO-ARMM Headquarters at Camp Salipada K. Pendatun in Parang, Maguindanao, which was attended by about 120 senior and junior police officers and personnel, GPH-MILF peace implementing panels, BTC, international organizations, and other concerned agencies last May 8, 2018.  

Particularly, “the project hopes to provide accurate information and raise awareness among police personnel on the GPH-MILF peace process, existing security/ceasefire mechanisms, and BBL provisions on public order and safety specifically on the Bangsamoro Police.”

“The PPO LDS is the first leg of the roll out activity of these outreach activity series on the peace process. Succeeding legs shall be in the Island provinces of Sulu, Basilan and Tawi – Tawi as well as in Maguindanao this late week of June and early week of July this year, respectively,” said Ms. Noraida Chio, TAF’s CARE program head. 

The Comprehensive Agreement on the Bangsamoro (CAB) was signed between the Government of the Philippines (GPH) and Moro Islamic Liberation Front (MILF) in 2014. And recalling that it’s the AFP which was mostly engaged with and briefed previously of the peace process in relation to preservation of peace and security on the ground. 

The outreach activity series aims then to fill up the gap with respect to PNP’s access to real and reliable information on the peace process as such is vital in averting misencounters with MILF-BIAF forces during police enforcement activities. 

Meanwhile, both PSupt Esmael P Ali of the PRO – ARMM Regional Police Civilian Relations Office (RPCRO) and PSSupt Ronald T Briones, PPO LDS Provincial Director, in their respective speeches, have expressed support to the project. 

Representatives from GPH-MILF AHJAG and GPH-MILF CCCH and peace implementing panels were also present as resource speakers during the program.
