The Bangsamoro Leadership and Management Institute (BLMI) in partnership with the Moro Islamic Liberation Front (MILF) Peace Implementing Panel (PIP) conducted an outreach program on Bangsamoro Organic Law (BOL) on October 30-31, 2018 at Barangay Magatos, Kabacan , North Cotabato.
On October 30, one hundred women from different sectors from the provinces of Kapalawan, Ligawasan, Maguindanao, and North Cotabato actively participated in the activity.
On October 31, another set of male participants from the same provinces attended the same activity.
BLMI Executive Director Mahmod S. Ahmad centered his words of wisdom on the primary role of women in the upcoming plebiscite.
“Women basically take the leadership inside the household thus they must encourage each member of the family who were qualified to vote during the plebiscite to show their support by voting YES.”
Cris Guialal, Head of Secretariat of Information Committee gave the overview of the program. He emphasized that the program aimed to promote awareness and understanding on the Bangsamoro Organic Law (BOL) towards the attainment of just, peace and inclusive development in the Bangsamoro region.
He also highlighted the role of Bangsamoro Leadership and Management Institute (BLMI) in the Bangsamoro Peace Process. “BLMI is a capacity building institution which aims to enhance the knowledge, skills, and commitment of Bangsamoro.”
Atty. Haron Meling, spoke on the salient points of the BOL. He made a synopsis of the articles which composed the BOL.
“BOL will follow the principle of inclusivity wherein no Bangsamoro is left behind”, he said.
“One of the main goals of BOL is to solve the Bangsamoro issues and concerns through bilateral agreement between the Government of the Philippines (GPH) and Moro Islamic Liberation Front (MILF)”, Atty Meling added.
He enumerated the 10 among the 55 exclusive powers given by the congress to the MILF and made a thorough explanation of them.
He also explained how the 80 members of the parliament will be chosen and the allocation of the number of members between the Government of the Philippines (GPH) and Moro Islamic Liberation Front (MILF).
“The national government will also allocate the Bangsamoro P50 billion annually for a period of ten years, which will be used for the rehabilitation of conflict-affected areas. Meanwhile, the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) will have an automatic allocation of the annual block grant, equivalent to five percent of the net national internal revenue of the Bureau of Internal Revenue and the Bureau of Customs”, he said.
The also emphasized that the transition from ARMM to BARMM will take place after the Commission on Elections holds a plebiscite, ratifying the latter.
Prof. Esmael Abdulah, Head Campaign and Mass Mobilization, made an in-depth explanation on the features of Parliamentary form of government, which will be adopted by the Bangsamoro government.
“Parliamentary form of government is the dream of Bangsamoro people, hence, it is based on the principles and teachings of Islam”, Abdulah said.
“It is considered as the engine of the BOL since it will provide us with political power & authority, access to resources, and brings the government to the people”, he added.
The event ended with input-sharing, discussed the shared concept and perceptions of individual participants.
