Atty. Meling: BOL is the most inclusive law we’ll ever have

The Bangsamoro Organic Law (BOL) is the most inclusive law we’ll ever have in the country. This was the statement of Atty. Haron S. Meling during a Forum on Understanding the Bangsamoro Organic Law.

Atty. Meling is the Executive Assistant of BTC Commissioner Mohagher Iqbal, who is also the Chair of the MILF Peace Implementing Panel. 

The presentation was extensive that Meling discussed almost the entire provisions of the BOL. 

Among the salient features of the BOL, not found in the Philippine Constitution are the vote of “no confidence”, the “wali”, the “council of leaders”, the system of governance which is “ministerial”, and others. 

The distribution of powers and the sharing of wealth are well expounded. The plurality of justice system is its unique paradigm. The forum was conducted on November 30, 2018 at the University Laboratory School Convention Center, University of Southern Mindanao (USM), Kabacan, Cotabato. 

The affair was jointly sponsored by the Asia Foundation and the United Youth for Peace and Development (UNYPAD).

The Battalion Commander of the 7 IB, Philippine Army and his men secured the venue. The same officer expressed his full support for a clean and honest conduct of plebiscite next year.

Another topic concerning “violent extremism” was discussed in the forum. Prof. Morsidin Husain, a UNYPAD member of the Executive Council gave the full picture of the issue.

In the open forum, the audience clarified on the constitutionality of the law. The speaker answered: there were many lawyer Bar topnotches in Congress, many Deans of Law schools in the country and the President of the Land said, the BOL is constitutional. Those are enough to say, it is constitutional. 

Another query said: Can we benefit from it (BOL) even if we reside outside of the area of the BARMM? The speaker also said, yes, in the form of livelihood, infrastructures and others. Many other questions were asked in the gathering.

The USM Vice President for Resource Generations and Entrepreneurship Dr. Alimen W. Sencil, Dean Prof Badrodin S. Abdulkadir, many faculty and staff of the University attended the forum.
