Monetary Donations by Foreign Govts to BARMM should be approved first by DFA-Locsin

Sultan Kudarat, Maguindanao—Department of Foreign Affairs Secretary Teodoro Locsin, Jr has reiterated that foreign governments are not allowed to give monetary donations or extend assistance to the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) unless approved by the Department of Foreign Affairs (DFA).

“Let’s make it clear. No foreign government, let alone civil society is allowed to donate money or extend assistance to Bangsamoro unless it is vetted and approved by the Department of Foreign Affairs. Bangsamoro is not independent. The AFP (Armed Forces of the Philippines) won’t allow that,” Locsin said in a post on Twitter, the Philstar quoted Locsin saying.

Locsin was reacting to a Senate inquiry sought by Sen. Ralph Recto into the status of the Bangsamoro transition.

It is recalled last June, Locsin ordered Philippine embassies in Europe to ensure that donations to non-government organizations (NGOs) in the Philippines are cleared with the government.

This pronouncement by Locsin will adversely affect the community programs being implemented by non-government organizations particularly in the BARRM which rely mainly on foreign donations.
