Ipil, Zamboanga Sibugay- BTA Parliament Members led by Majority Floor Leader Lanang Ali, Jr held forum on the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) at the auditorium of Zamboanga Sibugay Capitol in Ipil heights on December 30, 2019.
The forum was attended by about 4,508 individuals who flocked to the auditorium to listen to messages of the visitors.
Ismael Mamiseal, MILF CCCH member for Western Mindanao acknowledged the visitors and guests, and gave his welcome address.
Mr. Malik Caril MILF CCCH Head for Western Mindanao delivered the rationale where he emphasized that the Jihad of MILF is a continuing struggle through adherence to Moral Governance of interim Chief Al Haj Ahod Balawag Ebrahim.
The armed struggle that the MILF had engaged with for the last four decades is just a minor jihad, he said. But the implementation of Bangsamoro Organic Law or R.A. No 11054 through moral leadership is a “major jihad,” he added.
For that reason, the Bangsamoro is now facing a bigger and more challenges to fulfill the promises embodied in the organic law.
Gov. Wilter Yap Palma of Zamboanga Sibugay was unable to attend but sent his representative Mr. Noelito Salandra who read his message. Gov. Palma extended his gratitude to the organizers. He also expressed his full support to the BARMM leadership in developing Bangsamoro communities inside, and outside of Bangsamoro.
In his message, he vowed to exert more efforts to improve the services of Provincial Government to its constituents including Bangsamoro Communities.
Rev. Fr. Josept Sereno, a Catholic Priest emphasized the importance of unity among people of the province to achieve progress and development of communities in Zamboanga Sibugay Province.
The youth sector represented by Ms Mayrani Hassan, President of Canacan Youth Organization underscored the attainment of a livable environment wherein the youth can live free from fear, violence, and criminalities, to have quality education, so that they can pursue their dreams, and fulfill their goals to become productive members of society.
She called on the BTA members, and BARMM leadership not to forget them.
“We, in the Bangsamoro Communities living outside of the BARMM were part of the Bangsamoro Struggle, she stressed.
Suaib Idris, Base commander of 113th Camsalman Alfarisi touched on decommissioning MILF Combatants, and gave emphasis to the slogan, “Bullets to Ballots.”
He added that some BIAF members from his command had undergone training for the Joint Security in Bangsamoro in tandem with PNP and AFP members.
Meanwhile, MP and Majority Floor Leader Ali Jr emphasized the importance of Moro identity, Culture and the Moro History.
He differentiated between the ARMM and BARMM. He said, ARMM is unitary System and ruled by one person, while the BARMM is a Parliamentary System, and a government of group of people which is the party.
He also differentiated between the manner of election in the BARMM, and national elections. He said that as mandated in the BOL, the BARMM shall receive Block Grant, and Special Development Fund (SDF) from the national government. He also invited all qualified Moro, and non-Moro applicants to apply for job, through BARMM Job Portal website that is open to everyone.
Mr. Barahama Ali, Provincial Planning Coordinator delivered the closing remarks. He expressed his gratitude to Governor Palma for his over whelming support resulting to the success of the activity.
He assured the Bangsamoro People of Zamboanga Sibugay that the BARMM will support the Bangsamoro communities outside Bangsamoro Core territory pursuant to Section 12, Article VI of RA 11054, otherwise known as Bangsamoro Organic Law.
