AFADMIN, INC., turns over applications for amnesty and pardon to MILF Peace Implementing Panel

Cotabato City-The Action for the Advancement and Development of Mindanao, (AFADMin), Inc., handed over a large box containing application folders for the availment of amnesty and pardon to the leadership of Moro Islamic Liberation Front (MILF) in a turnover rite at the BPDA Conference Room held on October 4, 2022.
Specifically, AFADMin turned over to the MILF Peace Implementing Panel more than 400 MILF application folders submitted since last year immediately following the issuance of Proclamation 1090 by former President Rodrigo R. Duterte on February 5, 2021, granting amnesty and pardon to the members of the MILF charged of crimes punishable under the Revised Penal Code and other special penal laws of the Philippines committed “in furtherance of their political belief.”

Also on that same date, Duterte signed Proclamations 1091 granting the same to the Moro National Liberation Front (MNLF), 1092 to the New People’s Army (NPA) and 1093 to Alex Bongcayao Brigade.

For MILF, the processing of the application was facilitated through the Bangsamoro Amnesty and Assistance (BAPA) Project with the support of The Asia Foundation (TAF) under its CARE for Peace Program and implemented by Action for Advancement and Development of Mindanao (AFADMin), Inc., with the assistance of the MILF Technical Working Group (TWG) as well as MILF Ad Hoc Joint Action Group (AHJAG) and Coordinating Committee on the Cessation of Hostilities (CCCH).

As provided for in these presidential proclamations, Former President Duterte issued E.O 125 s. 2021 creating the National Amnesty Commission (NAC) tasked of receiving and processing applications. 

To the present, however, the NAC’s seven (7) members are not yet appointed who shall as well craft the Internal Rules and Regulations (IRR) setting forth therewith those terms of references and guidelines in the availment of the program.

Among the personalities in attendance during the turn-over were members of the MILF Peace Implementing Panel led by Chair Mohagher Iqbal, including Engr. Mohajirin Ali, Head of the MILF Peace Implementing Panel Secretariat, Prof. Abhoud Syed Lingga, Juckra Abdulmalik, MP Ebrahim Ali, 118th Base Commander Ustadz Wahid Tundok, Sam Chittick, TAF Philippines Country Representative, AFADMin, Inc., AHJAG Chair Anwar Alamada, CCCH Chair Butch Malang and media personnel.
