DBM Secretary Pangandaman affirms support for BARMM, urges smooth transition following Sulu exclusion

Cotabato City -  Following the Supreme Court ruling excluding Sulu province from the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), Department of Budget and Management (DBM) Secretary Amenah Pangandaman has reaffirmed her strong support for the region's self-governance, peace, and growth.
In a statement released on Thursday, September 26,  Pangandaman assured that the national government, under President Ferdinand Marcos Jr., will work to ensure a smooth transition and will take a whole-of-government approach to continue delivering essential government services.
 
She acknowledged the Supreme Court ruling but emphasized the need to wait for the entry of judgment indicating the finality of the decision, considering its significant implications for enforcement.
 
In the meantime, Pangandaman urged all stakeholders in the BARMM and Sulu province to maintain the status quo. She confirmed that salaries and benefits for local government personnel in Sulu will continue to be paid from available local government funds, while BARMM personnel will continue to receive their salaries from the annual Block Grant.
 
On the projects funded by the Bangsamoro Government (BG), Pangandaman stated that programs, projects, and activities (PAPs) should continue until the finality of the Supreme Court decision. Funding for PAPs in Sulu will be excluded from the BARMM's annual budget for future fiscal years.
 
The DBM, as co-chair of the National Government–Bangsamoro Government Intergovernmental Relations Body (IGRB), will work with the IGRB and President Marcos to discuss future guidelines for transitioning in compliance with the Supreme Court ruling.
 
Pangandaman reiterated the DBM's commitment to supporting both the BARMM and Sulu province as they navigate the implications of the Supreme Court decision, ensuring a peaceful, progressive, and thriving Mindanao.
