COTABATO CITY – The Bangsamoro Parliament has made history by unanimously passing the first-ever law in the Philippines dedicated to the welfare of internally displaced persons (IDPs).
BTA Bill No. 32, officially known as the Rights of Internally Displaced Persons Act of 2024, was approved on September 27 with the support of all 36 lawmakers present. This landmark legislation addresses the needs of IDPs in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), a region historically impacted by armed conflict and natural disasters.
The law provides a comprehensive framework for assisting IDPs, guaranteeing essential rights such as access to basic needs, healthcare, education, and employment opportunities. It prioritizes vulnerable populations, including women, children, and persons with disabilities, ensuring their inclusion in support programs.
Deputy Floor Leader and Ministry of Social Services and Development (MSSD) Minister Raissa Jajurie highlighted the law's focus on upholding the rights and dignity of IDPs, aligning the response with international humanitarian standards and the Philippine Constitution.
The law establishes a Bangsamoro Internal Displacement Coordinating Council to enhance coordination among government agencies and nongovernment organizations (NGOs) in delivering aid. The Bangsamoro Internal Displacement Program (BIDP), under the MSSD, will develop policies, plans, and strategies to address the needs of IDPs during and after displacement, ensuring transparency and IDP involvement in decision-making.
The passage of this law marks a significant milestone for the Bangsamoro region, demonstrating its commitment to protecting the most vulnerable members of its community. It is expected to have a positive impact on the lives of countless IDPs in the region, providing them with the support and protection they need to rebuild their lives and regain their dignity.
An initial budget allocation of P50 million has been drawn from the Office of the Chief Minister to implement the law’s provisions, which detail responsibilities for both the Bangsamoro Government and local government units in delivering immediate relief, rehabilitation, and sustained support for displaced individuals.
