BARMM Chief Minister highlights achievements, outlines future plans

Cotabato City – BARMM Chief Minister Ahod Balawag Ebrahim delivered an update on the region's achievements and ongoing efforts during a legislative session on Wednesday, outlining progress in governance, legislative accomplishments, and economic development.
Ebrahim emphasized the continued growth and transformation of BARMM since its creation in 2019. He commended the work of the Bangsamoro Parliament, noting that since its establishment, lawmakers have passed 71 bills, including six priority codes—administrative, civil service, education, local government, electoral, and Indigenous Peoples' rights.
 
"These laws serve as the foundation for a more inclusive and effective government that is responsive to the needs of the Bangsamoro people,” stated Ebrahim. He also highlighted the upcoming Bangsamoro Revenue Code, currently under review, which is expected to enhance the region's capacity to generate local revenue, fostering greater autonomy in supporting developmental projects.
 
Ebrahim further outlined the recently approved P94.41 billion budget for 2025, which prioritizes education, health, infrastructure, and social services. This budget aims to ensure that BARMM's development continues on its current trajectory, addressing both immediate and long-term goals.
 
While acknowledging the ongoing challenges, particularly the transition of Sulu following the Supreme Court's decision to remove the province from BARMM, Ebrahim emphasized the transition as both a challenge and an opportunity to strengthen governance in the region.
 
"It is painful to think of BARMM without Sulu, but we must accept this reality with the belief that this is part of Qadr (Divine Decree) and trust in Allah’s plan," Ebrahim said.  

"We will continue to support the people of Sulu within the limits of the Bangsamoro Organic Law,”he added.
 
He reiterated his call for unity and continued cooperation among all sectors of society to ensure the success of the transition and the sustainable development of BARMM.
