Cotabato City – The Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) has taken a significant step towards protecting the rights of internally displaced persons (IDPs) with the approval and launch of Implementing Rules and Regulations (IRR) for the newly-enacted Bangsamoro Autonomy Act 62. The event, held on Wednesday, March 5, at the Bangsamoro Government Center in Cotabato City, marked a crucial milestone in the region’s efforts to address the challenges faced by displaced communities.

The BAA 62, known as "Rights of Internally Displaced Persons of the Bangsamoro Autonomous Region Act of 2024," was passed by the Bangsamoro Parliament on September 27 last year and aims to provide essential humanitarian interventions to communities affected by armed conflicts, organized attacks, land control issues, and other security concerns.

 

The IRR mandates various BARMM agencies to provide essential services to IDPs, ensuring access to basic necessities and support during displacement.  It was crafted with input from the Consortium of Bangsamoro Civil Society (CBCS), community workers, the United Nations Commission on Human Rights, and other UN agencies working in the region.

 

“I am thankful to all the officials of the Bangsamoro government who helped roll out this IRR for BAA 62,” said Social Services and Development Minister Raissa Jajurie, highlighting the collaborative effort behind this important initiative.

 

The law’s enactment and implementation are a direct response to the recurring displacement of BARMM residents due to armed conflicts, land disputes, clan wars, and political tensions.

 

“That regional law, the BAA 62, is very essential in addressing the adverse impact of security problems on our constituents. Now we have that law which is good for IDPs in the autonomous region,” emphasized Labor and Employment Minister Muslimen Sema, Chairman of the Moro National Liberation Front (MNLF.
