President Marcos Signs Order Authorizing Safe Conduct Passes for Amnesty Applicants

In a significant move to advance peace and reconciliation in Mindanao, President Ferdinand R. Marcos Jr. signed Memorandum Order No. 36 on April 11, 2025, authorizing the National Amnesty Commission (NAC) to issue Safe Conduct Passes to individuals applying for amnesty under the government’s reintegration program. The announcement was shared by the Office of the Presidential Adviser on Peace, Reconciliation, and Unity (OPAPRU) through its official Facebook page.

The signing ceremony was held at the Club House of the 6th Infantry Division in Datu Odin Sinsuat, Maguindanao del Norte. It was attended by key national and Bangsamoro officials, including representatives from former revolutionary groups.

The Safe Conduct Pass will enable amnesty applicants—particularly mujahideen with pending cases related to their participation in past armed struggles—to travel, attend public functions, join important meetings, and coordinate with government agencies without fear of arrest or detention while their applications are being processed.

President Marcos described the order as part of the administration’s broader commitment to peace, inclusivity, and nation-building.
“These passes provide more than legal protection—they symbolize a fresh start, a path to return to lawful society, and a way to help build a stronger, more united Philippines,” he said.

In his post at Facebook, Bangsamoro Chief Minister Abduraof “Sammy” Macacua hailed the development as a historic milestone for the Bangsamoro people, particularly for former combatants who have lived in uncertainty for years due to unresolved legal cases.
“Alhamdulillah, isang makasaysayang araw ito para sa ating mga kapatid na Mujahideen,” Macacua said.

He emphasized that the order affirms the legitimacy of the Bangsamoro struggle and recognizes the sacrifices made by former fighters. 

“This is more than just a legal mechanism—it is a recognition of a legitimate struggle and a meaningful step toward healing and nation-building,” he added.

The issuance of Safe Conduct Passes is expected to encourage more former rebels to come forward, avail of the government’s amnesty program, and take part in ongoing efforts to build a peaceful and inclusive society in the Bangsamoro region and beyond.
