Bangsamoro Parliament Opens 4th Regular Session with Push for Urgent Reforms

The Bangsamoro Parliament formally held its ceremonial opening of its fourth regular session on April 8, with BARMM Chief Minister Abdulraof Macacua urging lawmakers to act swiftly on key legislative measures as the region approaches its first-ever parliamentary elections in October.
In his address, Macacua underscored the importance of unity within the Parliament and reaffirmed the MILF-led nature of the Bangsamoro Transition Authority (BTA), as stipulated in the Bangsamoro Organic Law. He stressed, however, that his administration would prioritize inclusive governance.

“I do not see labels, factions, or affiliations. I see leaders. I see partners in the struggle we have all committed our lives to,” he said.

Macacua outlined a set of priority legislation critical to the region’s development and governance. These include:

Reappropriation of the seven district seats for the province of Sulu

Bangsamoro Revenue Code

Budget System Law

Energy Development Corporation of the Bangsamoro (EDCB)

Bangsamoro Gender and Development Code

Magna Carta for Persons with Disabilities in BARMM

Bangsamoro Labor Code

Bangsamoro Code of Muslim Personal Laws

Bangsamoro Investment Code

Institutionalization of da’wah in BARMM governance

Lake Lanao Rehabilitation and Development Authority

Regional Transitional Justice and Reconciliation Mechanism

The Chief Minister called for urgent action, emphasizing that these legislative initiatives are crucial to shaping the region’s future.

Parliament Speaker Pangalian Balindong supported the call for swift passage, stating, “We must pass these critical laws to ensure the future of this region. We want to leave behind a legacy of good governance.”

Since its inception in 2019, the Bangsamoro Parliament has enacted 72 laws, including six priority codes. The Bangsamoro Revenue Code remains the last of the priority codes pending enactment.

The BTA serves as the interim regional government of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), exercising both executive and legislative powers during the transition period. Established following the ratification of the Bangsamoro Organic Law in 2019, the BTA is composed of 80 members appointed by the President of the Philippines. Initially set to conclude in 2022, the transition period was extended to 2025 through Republic Act No. 11593, allowing the BTA to continue its governance role until the first regular parliamentary elections are held .?
