Legal Experts Join BARMM MP Benito in Vetting Proposed CSO Engagement Act

Legal professionals and policy experts convened in Davao City on Wednesday to begin a four-day consultation aimed at strengthening the legal foundation of the proposed Bangsamoro Civil Society Organizations (CSO) Engagement Act of 2025.
The consultation, held at the Blue Lotus Hotel from May 15 to 18, was led by Member of Parliament Abdulbasit R. Benito, principal author of the bill. The measure seeks to institutionalize civil society participation in governance across the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).

Experts from the Policy Research and Legal Services (PRLS), the Legal Division of the Ministry of Labor and Employment (MOLE), and the Ministry of Finance, Budget and Management (MFBM) participated as resource persons. Their analysis focuses on aligning the draft legislation with the Bangsamoro Organic Law, national legal standards, and best practices in public administration.

The event also brought together representatives from civil society organizations operating in BARMM, who provided firsthand perspectives on community needs and the practical implications of the proposed law.

MP Benito emphasized that the draft bill is the result of months of dialogue with stakeholders. “We are ensuring that this measure reflects both the voice of the people and the rule of law,” he said. “This legal consultation is a key step before its formal filing in Parliament.”
