MILF launches 2026 Leaders’ Handbook to strengthen governance, unity

The event was led by key figures in the Bangsamoro peace process, including MILF Chairman Al Haj Murad Ebrahim and First Vice Chairman Mohagher Iqbal. Both leaders emphasized the handbook’s role in fostering effective governance and community engagement among MILF leaders.
The updated handbook provides MILF leaders nationwide with current frameworks on governance, community involvement, and adherence to the peace agreements signed with the Philippine government. It also integrates Islamic leadership values, conflict resolution strategies, and approaches to strengthen unity among the Bangsamoro people.
In his speech, Ebrahim emphasized the importance of providing leaders with the essential tools to address current regional issues.
"As we move forward in our quest for enduring peace and sustainable development, this handbook acts as a guiding compass—empowering our leaders to govern with integrity, wisdom, and a deep sense of responsibility toward our people,” he stated.
Iqbal, who played a central role in the guide’s development, noted that the 2026 edition incorporates lessons learned from the implementation of the Bangsamoro Organic Law and valuable feedback from local leaders.
“This guide reflects our evolving understanding of leadership within the context of autonomy and nation-building,” Iqbal said.
Ebrahim underscored the handbook’s significance in strengthening collaboration between MILF leadership and the BARMM government.
"This initiative bridges our movement’s legacy with the practical realities of building a prosperous, inclusive Bangsamoro region,” he remarked.
Leaders from across Mindanao participated in the launch and are tasked with overseeing the distribution and effective implementation of the guidelines at the community level, ensuring that the spirit of peace and unity continues to flourish in Bangsamoro.
