Lucman takes over Bangsamoro Parliament Secretariat

COTABATO CITY — Bantuas Lucman formally assumed leadership of the Bangsamoro Parliament Secretariat on Thursday, Nov. 5, as secretary-general, after outgoing Secretary-General Raby Angkal handed over the office's official records and documents.

The turnover covered records from the more than seven years of the Bangsamoro Transition Authority (BTA). The handover is meant to ensure continuity as the first elected Bangsamoro Parliament starts its five-year term.
Lucman's appointment was affirmed during the Parliament's inaugural session on Oct. 30.

In taking office, Lucman reminded Secretariat personnel that they serve the Parliament as an institution and not any party, bloc or individual.

"Our loyalty must always be to the institution, to the law, and ultimately to the Bangsamoro people," he said, urging the staff to remain professional and impartial.

The secretary-general keeps the Parliament's legislative records, oversees the documentation of plenary sessions, certifies approved measures, and makes sure lawmakers and committees get administrative and technical support. The post also covers supervising parliamentary personnel, ensuring compliance with civil service rules, and serving as custodian of the Parliament's properties and official records.

Lucman was previously attorney general of the Bangsamoro Government and acting deputy minister of the Ministry of Basic, Higher and Technical Education (MBHTE).

He also served as chief of staff of the National Commission on Muslim Filipinos and as Director III at the Office of the President during the administration of former President Gloria Macapagal Arroyo.
