TPMT visits MILF Leadership on October 5 

Members of the Third Party Monitoring Team (TPMT) arrived in Camp  Darapanan on Wednesday (October 5) morning to discuss various related topics with MILF Chairman Alhaj Murad Ebrahim and other members of its Central Committee.

The entourage was composed of Dr. Steven Rood, Karen Tañada,  Huseyin Oruc, Rahib Kudto and some staff members . 

Chairman Ebrahim told the monitors that they are now in another level of engaging in the peace process and while it is true that the Duterte Administration is committed to solve the problem, not only the Bangsamoro but the entire country as a whole,  there seems to be question  in prioritizing concerns or problems besetting the nation. 

Both the MILF leaders and the TPMT offciials have opined that there could be complexities in the issue of the campaign against drugs. 

The delay in the issuance of  executive order for the reconstituted Bangsamoro Transition Commission (BTC) was also taken up in the meeting. Dr. Rood asked Chairman Ebrahim this: “On your side, what sort of people do you plan to nominate in the BTC?”

“That we have to see; it shall depend on what will be the powers and functions of the reconstituted BTC. Forming its membership  should strengthen BTC.”

When asked about the issue on convergence, Chairman Ebrahim said that “it has to be a convergence of both the agreements and the people. There should be unity in efforts, complimentary, not opposing each other.”

Other salient subjects taken up were federalism and the growing concern for youth extremism. 

The independent TPMT was set up by the Government of the Philippines and the Moro Islamic Liberation Front to monitor the implementation of the GPH-MILF peace agreement, as provided for in the Framework Agreement on the Bangsamoro (FAB) signed on 15 October 2012. ?The TMPT has five members (two nominated by the GPH, two by the MILF, and a jointly- nominated Chair) : Huseyin Oruç (IHH, Turkey), Karen Tañada (Gaston Z Ortigas Peace Institute, Philippines), Rahib Kudto (UNYPAD, Philippines), Steven Rood (The Asia Foundation, USA), and Alistair MacDonald (Chair, former EU Ambassador to the Philippines, now retired). 

The TPMT is tasked with monitoring, reviewing and assessing the implementation of all signed agreements between the Parties, primarily the FAB and its Annexes.
