BTC holds En Banc Public Consultation in Midsayap, North Cotabato

The Bangsamoro Transition Commission (BTC) conducted an En Banc Public Consultation at the Poblacion Gymnasium Midsayap, North Cotabato on May 19, 2017 attended by various sectors, Non-Government Organizations, representatives of Local Government Units and MILF leaders and members from different municipalities of the province. 

The program was sponsored and hosted by North Cotabato Provincial Office led by Provincial Board Member Khalie Antao, and his staff.

The BTC have already conducted public consultations and advocacies starting April 13 up to present where they presented and discussed the initial draft Bangsamoro Administrative Code and a draft bill on Code of Parliamentary Procedures and Practices of the Bangsamoro Parliament.

BTC Chairman Ghazali B. Jaafar said that President Rodrigo Roa Duterte’s timeline for BTC to submit a draft Bangsamoro Law in the 1st week of June is getting nearer.

On behalf of North Cotabato Provincial Governor Emmylou Taliño, Board Member Rosalie Cabayao conveyed in her welcome address the support of the governor to the draft Bangsamoro Law.

On the concerned of a student of University of Southern Mindanao, BTC Commissioner Dr. Susana S. Anayatin, articulated that the Article XIII contains the Rights of Young People, and promote special secular curriculums of education.

Balay Mindanaw/Lawig Kalinaw North Cotabato, Rosalyn Cantomayor raised the question, “Where will the municipality go once there is Bangsamoro Region?

BTC Commissioner Dr. Susana S. Anayatin said that there is a complete Geographical Area where a barangay is connected.

A further query from Cantomayor on decommissioning, Commissioner Mohager M. Iqbal mentioned the process of turning-over of MILF arms to International Decommissioning Body (IDB): Ceremonial turnover of weapons, 30% of MILF forces decommissioned start of implementation of AFP redeployment, 65% of MILF forces decommissioned continuing implementation of AFP redeployment continuing actions against PAG’s FA’s control management, 100% of MILF forces decommissioned.

Datu Ali Mamaluba inquired about land dispossession by associations,

BTC Commissioner Atty. Raissa H. Jajurie said that Transitional Justice and Reconciliation Commission (TJRC) is part of Normalization Annex of the FAB in the GPH-MILF peace process. TJRC mandate is to undertake a study and recommend appropriate mechanisms such as land dispossession, etc.

Iqbal added, “Future is more important than the past”. He asked the people to be conscious of what is the situation now and focus to important matters. 

BTC Commissioner Atty. Maysara Dandamun-Latiph, gave details about Shariah Justice System that maybe enacted by Bangsamoro Parliament pertaining to person who are victim of land disposition. 

BTC Commissioner Said M. Sheik, uttered that’s why there is commissioners drafting a law and conducted a public consultation to address problems.

Abdulaziz L. Bansilan inquired about guarantee of non-recurrence of past abuses and injustices.

BTC Commissioner Atty. Omar Yasser C. Sema, clarified that TJRC focus on right of victims and society at large for protection from further violations and duty to the state to ensure.

Bangsamoro Transition Commission, Chairman Ghazali B. Jaafar requests all Bangsamoro to participate in the plebiscite to ratify the BBL and vote YES.
