BLMI holds 2nd phase of MILF-MNLF Dialogue

The Bangsamoro Leadership and Management Institute conducted the 2nd phase of Dialogue between MILF and MNLF on December 24-25, 2017 at Casa Leticia, Davao City. The event was attended by some members, and officers of both groups from Maguindanao, North Cotabato, Saranggani, and Sultan Kudarat.

MILF Peace Implementing Panel Chairman Mohagher Iqbal, and MNLF Vice Chairman for Political Affairs Romeo Sema were also present, and served as resource persons along with Maasim Acting Mayor Uttoh Salem Cutan, and MILF Da’wah Committe Chairman Ibrahim Ali. 

Sema discussed the chronological events of the Bangsamoro struggle to achieve Moro rights to self-determination; from the arrival of Islam in Mindanao to the current status of the peace process. He also enumerated the different signed agreements, and joint documents pertaining to unification released by the two revolutionary groups.

Unification points between the MILF and MNLF were mentioned by Iqbal. This included Islam as religion, identity as Bangsamoro, one homeland, one struggle, and one future. He also emphasized the importance of changing the form of government into a parliamentary form to exercise group leadership, and consensus-making, and ensure inclusive governance for the Bangsamoro people. 

During the dialogue, participants strongly recommended to accelerate the release of a memorandum from the leadership of the MILF, and MNLF pertaining to the Implementing Guidelines of the Unification, and Reconciliation Program of the two revolutionary groups. The guidelines must clearly define the area of responsibility, and consider the strengthening of internal policies of both groups. 

The group also discussed different strategies, and approaches in dealing with the different issues in the grass roots including how to deal with Indigenous Peoples, and the migrant settlers. Continuous reaching out to the followers of the MNLF – Misuari faction was also part of the recommendations.

Both Iqba, and Sema committed to elevate the recommendations to the leadership of the MILF, and MNLF, respectively. They also assured the participants that upon the approval of the leadership of both groups, a memorandum with corresponding implementing guidelines will be released through the MILF-MNLF Joint Task Force.
