Duterte urges Congress Leaders to pass BBL by end of May

In an online article posted on Inquirer Mobile on March 13, President Rodrigo Duterte rallied Congress leaders to pass the Bangsamoro Basic Law (BBL) and urged them to pass the long-pending measure by the end of May.

Presidential spokesperson Harry Roque in his series of tweets said Duterte had discussed the urgency of BBL, noting that the Consultative Committee to Review the 1987 Constitution (Con-com) could provide a template for the law.

"We cannot fail on this BBL. The next generation is counting on us," Roque posted on Facebook, quoting Duterte.

Speaking at the joint command conference of the Armed Forces of the Philippines, and Philippine National Police at the Heroes' Hall in Malacañang, Roque relayed the statement of Duterte on BBL.

On Tuesday night, Senate President Aquilino "Koko" Pimentel, House Speaker Pantaleon Alvarez, Senate Majority Floor Leader Vicente Sotto III, and House Majority Floor Leader Rodolfo Fariñas met Pres. Duterte on the proposed law.

Also present were Sens. Gregorio Honasan and Panfilo Lacson, Maguindanao Rep. Bai Sandra Sema, Lanao del Sur Rep. Mauyag "Jun" Papandayan, Antipolo Rep. Romeo Acop, Tawi-Tawi Rep. Ruby Sahali, and Pangasinan Rep. Amado Espino Jr.

Meanwhile, MILF 1st Vice Chairman, and BTC Chair Ghazali Jaafar, and Mohagher Iqbal, Chair of the MILF Peace Implementing Panel briefed the consultative committee on a proposed law creating a new territory and government in the Bangsamoro, said a report by ABS-CBN News on March 13.

In their briefing Jaafar described the feelings of the tri-people in Mindanao as "tired of waiting" for the implementation of the peace accord.

"Precisely, ito ang nangyari, ang dahilan yung iba na dating kasama namin (this is what happened, why the others left), they bolted from us, and now they are fighting with us because they’re frustrated, so to speak, with the way the government is handling the negotiation," he told the consultative committee, the ABS-CBN report quoting Jaafar saying.

Jaafar described the BBL as "the most civilized and peaceful way" to end the conflict in Mindanao.
