BLMI Holds Dialogue for Peace in Mindanao

On July 16 -17, 2018, the Bangsamoro Leadership and Management Institute (BLMI) conducted an Internal Dialogue for Mursidin of Moro Islamic Liberation Front (MILF) at BLMI Training Centre, Crossing Simuay, Sultan Kudarat, Maguindanao. The dialogue was participated by officials, members, and staff of Peace Implementing Panel, and Mursidin.

The rationale, background of the dialogue was given by BLMI Communication and Project Officer Wahab Guialal. The preliminaries were followed by open remarks given by BLMI Executive Director Ahmad.

The dialogue is part of the program of MILF Peace Implementing Panel led by Chairman Mohagher Iqbal. The project is funded by SWISS, and the second phase of the program. The first phase was done in 2016.  The role the of BLMI is to facilitate and manage the dialogue.  BLMI is a product of the GPH-MILF Peace Process and registered with the Securities and Exchange Commission (SEC).

Morsidin is different from Dawah. Du’at invites those people who are not Muslims.  Morsidin gives daw’ah to those people who already know the laws of Islam. The question is what is the difference between Da’wah and Mursidin? 

Morsidin Vision is relevant to the 4 core programs of MILF? The BLMI suggested to analyze the SWOT of the Mursidin. Some Mursidin members are not familiar with the basic Islamization. 

Prof. Abhoud Syed Lingga, member of the MILF Peace Implementing Panel shared inputs on the negotiations between GPH and MNLF from 1992 to 1996 resulting to the signing of 1996 Final Peace Agreement signed in Jakarta, Indonesia.

Prof. Lingga in his lecture mentioned the following important events and facts on the peace process, and the Bangsamoro Law:

The formal agreement between MILF and GPH started in 1997. The Framework Agreement on the Bangsamoro (FAB), and the Comprehensive Agreement on the Bangsamoro (CAB) were signed in 2012, and 2014, respectively between the GPH and the MILF Peace Panels.

The FAB and the CAB are political agreements. In order to implement a peace agreement like the CAB, it needs an enabling law, and that enabling law is the Bangsamoro Basic Law (BBL) drafted by the Bangsamoro Transition Commission (BTC). 

When passed by congress in order to resolve the Mindanao Problem or Question and found to be not compliant to the Framework Agreement on the Bangsamoro (FAB), and the Comprehensive Agreement on the Bangsamoro, it is unacceptable to the Bangsamoro People. 

However, in order not to repeat the fate of the 1996 Final Peace Agreement, the GPH and MILF created a commission, the BTC to craft or draft a proposed law. 

The BTC-drafted BBL hurdled in the House of Congress, went through the bicameral conference committee that deliberated on the proposed law in three major venues, such as Crowne Plaza, House of Representatives, and Shangri-Law Hotel, where they eventually agreed on a reconciled version.

“On releasing information to the public pertaining to the BBL, only Mohagher Iqbal and BTC Chairman Ghazali Jaafar are authorized to do it, according to an instruction by the MILF Central Committee,” said Prof. Lingga.

“Assuming the BBL is approved, the big challenge for the Bangsamoro is the referendum. In referendum we need to work hard in order for Yes to win, “Prof. Lingga also said.

Few days after it was ratified by the Senate and the HoR, President Rodrigo Duterte had signed the new law called Organic Law for the Bangsamoro in Muslim Mindanao (OLBARMM).

Uz. Mahmod S. Ahmad, BLMI Executive Director reminded participants that in the new Bangsamoro Region, not all can be accommodated, therefore, there is a need for patience, and understanding.

MILF PIP Chair Iqbal gives partial updates on BOL, and said that the new law is about 80% to 90% compliant to the signed peace deal, the CAB.
