Special Satellite Registration for Bangsamoro Kicks-off in Selected Venues

Cotabato City – The Special Satellite Voters Registration for the Bangsamoro for the January 21st Plebiscite kicked-off on September 11 at the Shariff Kabunsuan Cultural Complex (SKCC), ORG Compound, Cotabato City, and other venues identified by COMELEC, and will end today. 

James Jimenez, COMELEC Spokesperson said that the aim of the registration is to increase the number of registered voters of the country that in one way or the other could make the plebiscite succeed.

The plebiscite for the ratification of Republic Act. No. 11054 or OLBARMM is intended for the core territory of the Autonomous Region in Muslim Mindanao (ARMM), six (6) Municipalities of Lanao del Norte, and the 39 Barangays in North Cotabato, and the Cities of Isabela and Cotabato.  

The Organic Law for the Bangsamoro was passed by the Senate, and the House of Representatives and signed by President Rodrigo Roa Duterte on July 27, 2018.

Under Article 15 of R.A. No 11054, on the Establishment of Bangsamoro Autonomous Region, it states that, “The establishment of the Bangsamoro Autonomous Region and the determination of its territorial jurisdiction shall take effect upon ratification of this Organic Law by majority of the votes cast in a plebiscite in the following: a) the present geographical area known as ARMM, b) the Municipalities of Baloi, Munai, Nunungan, Pantar, Tagoloan, and Tangkal in the Province of LAnao del Norte, c) the following thirty-nine (39) Barangays in the municipalities of Aleosan, Carmen, Kabacan, Midsayap, Pigcawayan, and Pikit in the Province of North Cotabato. 

It also states that the conduct of plebiscite in the said areas is for the ratification of Organic Law for the Bangsamoro Autonomous Region in Muslim Mindanao (OLBARMM) also known as R.A. No. 11054 that will secure the future of the Bangsamoro through participatory governance, transparent leadership, well managed resources, and a clear vision in giving social services for the people. 

Jimenez said that during the first day of Special Registration there was a great number of people who wanted to register, and they encountered several problems such as; 1. The need to attend to registrants with lack of requirements, 2. to manage the eagerness of registrants to be accommodated, 3. how to accommodate those combatants that doesn’t really have requirements due to being a revolutionary for quite so long.

With the help of the Parish Pastoral Council for Responsible Voting (PPCRV), they assigned assistance desk to assist the registrants that they gradually make things orderly.  

Despite the problems encountered, they we’re happy to say that more than 300 individuals have registered during the first day.

PPCRV Provincial Coordinator, Mr. Samsudin Amella stressed that their role in the conduct of Special Satellite Voters Registration is to monitor the situation of the registrants in order to secure their rights as an individual that is vested in the Philippine Constitution on the ‘rights to suffrage’ of every Filipino Citizen

The other problem that cropped up was the filling out information sheet because there are registrants who are disabled, pregnant, one mother brought along her infant child, one with eye problem, and cannot read and write. All these problems were responded through the help of the PPCRV personnel.
