Duterte wants BTA members to have “no record of corruption”

Presidential adviser on the peace process Carlito Galvez Jr. said they started to vet the people to constitute the BTA or the interim government in the Bangsamoro Autonomous Region and submit their names to the President for approval, a Manila Bulletin online report said yesterday.

Duterte wants the BTA members to have “no record of corruption” and be “sincere public servants,” Galvez said on government radio last Saturday.

Galvez said in the interview, “The President said there should be good governance, effective governance. Even if the law is good but then we cannot implement it well so the President’s prerequisites were the person must have no record of corruption and they are sincere public servants.” 

Earlier report disclosed that the Moro Islamic Liberation Front (MILF) has nominated 41 representatives to the BTA, with about 5,000 individuals submitted their applications for the 39 government slots. Of the 39 slots, nine (9) will come from the Moro National Liberation Front (MNLF)-Jikiri Group.

“It will be multi-sectoral and there will be equitable representation from the different provinces,” Galvez said.

“We are waiting for the authorization for the BTA and the appointment coming from the President. Once these are signed, we will commence with the period of transition,” he said.

The transition process will begin soon after the Commission on Elections has formally declared the ratification of the law creating the Bangsamoro region in a plebiscite.

The transition period was tackled by Galvez in his meeting last Wednesday with Moro Islamic Liberation Front chair Al Haj Murad Ebrahim and Mujiv S. Hataman, Regional Governor the Autonomous Region in Muslim Mindanao (ARMM).,

As mandated by the Bangsamoro Organic Law (BOL), the MILF shall lead the BTA without prejudice to the participation of the MNLF in its membership comprising 80 members who will be appointed by the President.

In the January 21st plebiscite in the ARMM, and Cotabato City, the Yes Vote won overwhelmingly but loss in Sulu and Isabela City. The second plebiscite will be held in Lanao del Norte and North Cotabato this Wednesday, Feb. 6. (Source: MB)
