Leonen bent on handling BOL Cases

Sultan Kudarat, Maguindanao- Supreme Court Associate Justice Mario Victor Leonen is unlikely to recuse himself from cases pending before the high court assailing the legality of the Bangsamoro Organic Law (BOL), according to a source from the tribunal, a report by The Manila Times said.

Leonen, former government chief negotiator of the peace process with the Moro Islamic Liberation Front (MILF) which led to the signing of Framework Agreement on the Bangsamoro (FAB) is bent on handling the BOL cases. 

The FAB was done and initialed on Oct. 12, 2012 in Kuala Lumpur, Malaysia and signed in Manila on October 15, 2012.” 

Leonen would not inhibit himself since the FAB which he handled is different from the BOL, said the source of the Manila Times.

The Supreme Court en banc is set to deliberate on the case on Tuesday. Leonen, as ponente of the case, will study the petitions and submit his recommendations.

The Philippine Constitution Association (Philconsa) headed by Manuel Lazaro has asked Leonen to inhibit himself.

The high court consolidated the petitions filed by Philconsa and the Province of Sulu, represented by its governor, Abdusakur Tan II.

Philconsa asked the tribunal to issue a temporary restraining order to stop the implementation of the BOL. 

As of today, the tribunal had not issued a temporary restraining order.
