MILF transitions initiates concrete programs to address basic needs of the people – Atty. Sinarimbo

COTABATO CITY (August 22, 2022) – In the just concluded general consultation on the transition of the Moro Islamic Liberation Front (MILF) which garnered an attendance of 129,389 of members and supporters of the organizations for Central Mindanao Region held Sunday, August 21, 2022 at the Cotabato City State University, Cotabato City, Atty. Naguib Sinarimbo, the fronts’ legal adviser and Deputy Secretary General of the United Bangsamoro Justice Party (UBJP) said during the press briefing that the MILF transition initiated a concrete program to address basic needs of the Bangsamoro people.
“We will have a policy environment that would strengthen the future of the Bangsamoro government through a series of transitions. At the same time, the government during the transition needs to be felt by the people. So, it’s not just policy, but concrete programs that will address the basic needs of the constituents.” 
 
Atty. Sinarimbo said that the different ministries have their own on-going programs, in the Special Geographic Area (SGA) of North Cotabato alone, the Ministry of Public Works and Highway (MPW) has its ongoing program. “For example, the Public Works every year beginning 2020 they have one kilometer of concreting so for 2020 alone, sixty-three-kilometer roads have been built. For 2021 additional one kilometer as well as for 2022. In all, the intervention in terms of programs in the 63 barangays is strong,” he said.
 
 
On the other hand, Atty. Lanang Ali Jr. has addressed the concern about the first batch of the MILF decommissioning. “On the first batch, the problem with that is the activation and institutionalization of the Bangsamoro Normalization Trust Fund (BNTF), because that time, the government said the public funds and the private funds cannot co-mingle because this BNTF is a storage of funds shall came from the funds of supporters of the peace process like the EU, JICA, etc., to fund this normalization,” he pointed out. 
 
However, he said, this was not institutionalized and activated because funds are only from the national government. “So definitely there will be a shortage, that is why the implementation of the decommissioning is rather slow,” he stressed.
 
“But now, recently, before the end of the administration of former-President Rodrigo Roa Duterte, the Bangsamoro Normalization Trust Fund was activated and they appointed a Fund Manager from the World Bank and they’re ready to continue their mandate,” he said.
 
Meanwhile, MP Engr. Aida M. Silongan addressed the concern about the Veteran’s Law for the Bangsamoro Mujahideen and Mujahidaat filed in the parliament, “It’s already in the second reading and referred to Committee on Finance, Budget, and Management and Committee on Social Services. The two committees will discuss how they’ll realize that law,” she said.
