CBCS conducts comparative study session on BBL

COTABATO CITY. July 1, 2018 - The Consortium of Bangsamoro Civil Society Organization (CBCS ) conducted a comparative study session on Bangsamoro Basic Law ( BBL) for Civil Society Organization (CSO) leaders of Mindanao held at Kadtuntaya Foundation Training Center, Cotabato City on June 30, 2018.

The activity was attended by around 50 CSO leaders from the Federation of Bangsamoro Civil Society Organization (FBCSO), League of Bangsamoro Organization ( LBO), Women Organization Movement for Bangsamoro ( WOMB), United Youth for Peace and Developent ( UNYPAD), Mindanao Alliance for Peace and Development ( MAPAD), Alliance of Peace Advocates, Inc.  (APAI), Kutawato Multi- Media Network (Kumunet ), Bangsamoro Media Network ( BMN), Bangsamoro Development Agency ( BDA), Tiyakap Kalilintad, Licanan Islamic Development Association ( LIDA), Balay Rehab - North Cotabato Coordinating Team and CBCS of Sulu, Basilan, Davao, Zamboanga City, SOCSARGEN, Sibugay and Ranaw. 

The comparative study session on the two versions of the Bangsamoro Basic Law (BBL)-SB 1717 and Substituted HB 6475 was to keep the CSO leaders abreast with six main issues that were affected in the amendments, deletion and enhancement done during the deliberations of Senate and House versions that were approved last May 30.

The six main issues tackled during the study session were provisions of Bangsamoro Basic Law, vis a vis : In relation to ARMM; On fiscal autonomy; On power sharing; Bangsamoro Territory; In relation to Comprehensive Agreement on Bangsamoro ( CAB ); and Bangsamoro Identity.

All issues presented were articulated exhaustively in matrix form by BTC Commissioner Atty.  Raisa Jajurie who served as the resource speaker and lecturer during the activity.

She further explained the dynamics of legislative process particularly the Bicameral Conference committee deliberations and the possible scenario of the proceedings. 

After the study session,  the CSO leaders conducted planning sessions on what to do prior to " Bicam " and ways forward to secure the passage of Bangsamoro Basic Law that is acceptable to the Bangsamoro people.
