JICA, BTC, BDA complete turn-over of 20 Quick Impact Projects to post conflict communities

With the formal turn-over of a multi-purpose hall in Mungit-Mungit, Talipao, Sulu, on Wednesday (May 25), Japan International Cooperation Agency (JICA), Bangsamoro Transition Commission (BTC) and Bangsamoro Development Agency (BDA) completed the hand-over of 20 Quick Impact Projects to selected post-conflict areas in Mindanao and island provinces with a goal that the facilities will contribute to the socio-economic development of its communities.

One of the early QIPs turned-over was a school building in Barangay Kibleg, North Upi, Maguindanao on August 24, 2015.  In his speech during the turn-over ceremony, then JICA President Akihiko Tanaka said, “Both JICA and our MILF counterparts believed that QIPs would be a great way for Bangsamoro communities to feel immediate peace dividends.”

The development effort provided a total of 18 multi-purpose hall  for the following communities: Laak-Laak, Comhpostela Valley;  Lucatan, Tarragona, Davao Orientatl; Burias, Glan, Sarangani; Lupoken, Palimbang, Sultan Kudarat; Kibengi, Datu Odin Sinsuat, Maguindanao; Sinsiman, Pigkawayan, North Cotabato; Makadaag Talagian, Mashiu, Lanao del Sur; Buadipuso-Buntong, Lanao del Sur; Pendulonan, Munai, Lanao del Norte; Beruar, Tangkal, Lanao del Norte; Pamintayan, Buug, Zamboanga Sibugay; Datu Tumanggong, Tungawan, Zamboanga Sibugay; Bulansa, Lantawan, Basilan; Gandasuli, Patikul, Sulu; paIKSA, Panglima Estino, Sulu; and Baldatal Islam, Sapa-sapa, Tawi-Tawi. 

It also gave a Warehouse with Solar Drier in Pasiagan, Bongao, Tawi-Tawi and another school building in Masola, Isabela City, Basilan.

QIP is a JPY 100 million worth development intervention provided by the Japanese Government in support to Bangsamoro peace process and inclusive development. 

The Project involved the community members in deciding on what kind of facility will be put-up. The People’s Organizations were capacitated through trainings in order to prepare them to handle the management of the projects.

BDA, the development arm of the Moro Islamic Liberation Front (MILF), which focused on the social preparation of the communities, played a very important role in providing technical assistance in the strengthening of the POs.

BTC, through its Socio-Economic Office, is in-charge for the over-all coordination of the implementation of QIPs.

QIP is part of the Comprehensive Capacity Development Program for the Bangsamoro (CCDP-B) jointly undertaken by JICA and BTC. The broader development initiative includes 1) assistance in public consultations for drafting a Bangsamoro Basic Law, 2) support in drafting a Bangsamoro Development Plan, 3) Human Resource Development, and 4) capacity building seminars in Tokyo to learn more about Japan's political system and governance. 

Prof. Alih Sakaluran Aiyub of BTC related that, “The 'Quick Impact Projects' implemented in different provinces are part of peace dividends and confidence building efforts agreed upon by (former) JICA President Akihiko Tanaka and MILF Chair Al-Haj Murad Ebrahim just after the CAB signing.”
